Gender statistics play an important role for evidence-based policy making in support of women entrepreneurship. Hence, a thorough review of gender statistics in the Western Balkans, with a specific focus on “women entrepreneurship”, has been commissioned by Regional Cooperation Council. In addition, a sector review for “women in agriculture” has enriched the insights and has been included considering the strategic importance of the agro-food sector in the Common Regional Market Action Plan’s value chains. The findings will further contribute to the discussion and work of the Regional Network of Women in Entrepreneurship. Here is what women entrepreneurship in Albania, looks like.

During 2020, the Western Balkan Regional Network for Addressing Violence Against Women took the initiative to collect data and analyze cases of femicide in the Western Balkans region through monitoring media reports and following up with public institutions that protect victims from violence. The objective of the joint regional initiative is to present available data on cases of extreme violence against women, to use it as a tool to raise public awareness about the prevalence of femicide, and to advocate for a stronger response from national authorities, public institutions, and international organizations involved in the prevention of violence against women and domestic violence. This is the second monitoring report on femicide based on data collected throughout 2021 using a joint methodology, developed by the Autonomous Women’s Centre in all targeted countries.

The Gender Alliance for Development Centre, in close cooperation with the European Delegation to Albania and the Commissioner for Protection from Discrimination, launched the report "Gender-based Discrimination and Labour in Albania." (second edition). The purpose of this activity was to present the report which analyzes gender-based discrimination at work, as part of a regional initiative to address this type of discrimination in six Western Balkan countries, supported by the European Union (EU) and co-funded by the Swedish International Development Agency (Sida).

This research reporting examines gender-based discrimination and labour as part of a regional initiative in six Western Balkan countries, supported by the European Union (EU) and co-funded by the Swedish International Development Agency (Sida). The research aimed to provide information about shortcomings in the relevant legal framework; the prevalence and nature of gender-based discrimination related to labour; the extent to which people have filed claims; how institutions have treated such cases; and how these have changed since 2018, if at all. Conducted in 2018 and 2021, the research involved mixed methods, including a desk review, online survey, and interviews. Përpjekjeve tona të advokimit për realizimin e treguesit SDG5c1 “Proporcioni i vendeve me sisteme për të ndjekur dhe për të bërë alokime publike për barazinë gjinore”.

Nga: National Resource Centre - Korniza Vet-Vlerësuese e Kodit të Standardeve (KS) të OJFve në Shqipëri përbën dokumentin bazë, mbi të cilin do të bazohet vlerësimi i përmbushjes së kritereve të anëtarësimit në KS. Korniza është e organizuar në tre kapituj. Kapitulli I, Parimet Udhëheqëse të Kodit të Standardeve, na prezanton me 4 parimet që udhëheqin anëtarët e KS përgjatë veprimtarisë së tyre, bashkë me një listë mekanizmash dhe praktika organizative në përmbushje të parimeve. Praktikat e sugjeruara kanë si qëllim prezantimin e organizatës aplikuese me kërkesat bazë parimore në kuadër të anëtarësimit në KS, të zhvilluara më në detaje përgjatë pjesës së dytë të Kornizës. Kapitulli II, Angazhimet, përbën thelbin e këtij vet-vlerësimi që organizata aplikuese do të duhet të plotësojë, për të vlerësuar nivelin e përmbushjes së standardeve të KS. Ai paraqet një set treguesish të verifikueshëm, në përmbushje të 7 angazhimeve të Kodit, si dhe një listë provash në dëshmi të përmbushjes së treguesve. Treguesit dhe provat janë klasifikuar në të detyrueshëm dhe të preferueshëm. Treguesit e detyrueshëm përbëjnë minimumin bazë të kërkesave për anëtarësim në Kod, ndërkohë treguesit e preferueshëm i referohen përmbushjes së standardeve të Kodit në një nivel më të lartë. Organizata aplikuese do të duhet të plotësojë jo më pak se 40% të treguesve të detyrueshëm për çdo angazhim që të mund të anëtarësohet në Kodin e Standardeve. Kapitulli III, Marrja e reagimit (Feedback-ut) prezanton dhe trajton një praktikë të re në marrjen e feedback-ut për secilin nga angazhimet e ndërmarra në përmbushje të standardeve të Kodit. Prezantimi i kësaj praktike organizative synon një vendimarrje gjithëpërfshirëse dhe përmirësimin e impaktit të veprimtarisë së organizatës në të ardhmen, bazuar në rekomandimet dhe sugjerimet e mbledhura. Marrja e Feedback-u edhe pse pjesë e Kornizës vet-vlerësuese, nuk është e përfshirë në përllogaritjen në përqindje të vlerësimit për anëtarësim në Kodin e Standardeve.

Nga: National Resource Centre - Kodi i Standardeve prezanton një mekanizëm vetërregullues për sektorin, duke synuar të përmirësojë efektivitetin e punës së organizatave jofitimprurëse, mirëqeverisjen, transparencën dhe llogaridhënien. Ai është një tërësi parimesh dhe angazhimesh mbi mënyrën se si organizatat zhvillojnë veprimtarinë e tyre, si ato qeverisen, manaxhojnë burimet, janë transparente dhe llogaridhënëse me të gjithë grupet e interesit, si ndërtojnë marrëdhëniet me mbështetësit dhe donatorët, si manaxhojnë konfliktin e interesave, etj. Konceptuar si kontribut i sektorit për sektorin, Kodi është një praktikë e ngritur dhe bazuar në përvoja dhe modele ndërkombëtare e rajonale të standardeve për organizatat e shoqërisë civile sikurse ajo e Rrjetit Ballkanik të Zhvillimit të Shoqërisë Civile (BCSDN) dhe Standardit Global për Përgjegjshmërinë e OSHC-ve. Newsletter: In the framework of the activity "Rehabilitation and reintegration services within the social welfare system in the Republic of Albania for women survivors of violence" that the Gender Alliance for Development Center (GADC) and the Albanian Women's Empowerment Network (AWEN) organized on 2 June 2021. Raporti i Buxhetimit Gjinor #4 paraqet rezultatet e vlerësimeve financiare që tregojnë shpërndarjen e pabarabartë gjinore të fondeve publike dhe financimeve specifike të rimëkëmbjes, të planifikuara për përfitimin e bizneseve, për të ruajtur vendin e punës, dhe që rrallë drejtohen ndaj infrastrukturave sociale si shëndetësia, arsimi, shërbimet e përkujdesjes.

This report measures the experiences of women survivors of violence, service users in receiving support from social service centers and services provided by women's CSOs. This report provides information on shelters and other services for women survivors of domestic violence over the past 12 months. This report was produced in the framework of the regional project: “Institutionalizing Quality Rehabilitation and Reintegration Programs for Violence Survivors” which is supported by the Austrian Development Agency.

Ky raport mat përvojat e grave të mbijetuara nga dhuna, përdoruese të shërbimeve në marrjen e mbështetjes nga qendrat e shërbimeve sociale dhe shërbimet e ofruara nga OShC-të e grave. Ky raport sjell informacion mbi strehat dhe shërbimet e tjera për gratë e mbijetuara nga dhuna në familje gjatë 12 muajve të fundit. Ky raport u prodhua ne kuader te projektit rajonal: "Institucionalizimi i Programeve të Rehabilitimit dhe Riintegrimit Cilësor për të Mbijetuarat e Dhunës" i cili mbeshtetet nga Agjencia Austriake per Zhvillim.

The Gender Alliance for Development Centre (GADC) has been monitoring the operation of Coordinated Referral Mechanisms (CRMs) in several municipalities since 2017, with the support of the UN Women and funding by the European Union. In these years, special attention has been paid to meeting legal obligations and delivering the role of CRM members in line with the Law on Measures against Domestic Violence (as amended) and DCM no. 334 dated 17.2.2011 "On the mechanism for the coordination of efforts in referring and handling of domestic violence cases" and based on the Objective III of the National Strategy on Gender Equality and its Action Plan 2016-2020. Given that representatives of district courts play a prominent role in CRMs, this workshop brought together judiciary representatives and experts against gender-based violence in order to pinpoint and elaborate the obligations and responsibilities of judges in protecting women and girls who survived violence. Qendra Aleanca Gjinore për Zhvillim (GADC) që nga viti 2017 ka monitoruar funksionimin e Mekanizmave të Koordinuar të Referimit (MKR) në disa bashki të vendit me mbështetjen e UN Women, përmes fondeve të Bashkimit Evropian. On the 22.2.2021, Gender Alliance for Development Centre organized a roundtable of discussions on "The recovery of families affected by the earthquake of November 26, 2019" which left behind 51 victims, hundreds of injured and thousands of homeless people. This roundtable was organized in the framework of the project: “Strengthening the capacities of local self-government units and monitoring their actions in relation to international assistance for the recovery of families after the earthquake." The project is implemented with the funds of the Embassy of Sweden in Albania through the organization "Albanian Women's Empowerment Network in Albania" - AWEN. During this activity it was discussed about: The process of reconstruction after the earthquake; Albanian government achievements for recovery; Findings from the pilot monitoring of the administrative units Sukth and Katund i Ri in the Municipality of Durrës; Socio-economic situation of citizens in the above administrative units. Për të kuptuar më shumë në lidhje sesi paraqitet fenomeni për Shqipërinë, Qendra Aleanca Gjinore për Zhvillim (GADC) ka ndërrmarrë nismën e hartimit të këtij raporti, i cili paraqet gjetje nga monitorimi i punës së Mekanizmave të referimit (MKR-ve) në lidhje me situatën e dhunës në familje gjatë izolimit në nivel bashkie. Raporti bazohet në të dhëna zyrtare të cilat janë marrë përmes kërkesave në institucionet shtetërore si Bashkia, Rajonet Vendore të Policisë, Gjykatat, organizata joqeveritare, strehëza. Të dhënat paraprake zyrtare tregojnë numër të pakët të raportuar të rasteve të dhunës në familje, krahasuar me statistikat zyrtare të një viti më parë, që në fakt është një sinjal alarmi, i cili duhet të bëjë më të vëmëndshme strukturat përgjegjëse, familjet dhe organizatat e shoqërisë civile që ndjekin dhe mbështesin viktimat e dhunës në familje.

Women-led CSOs play a crucial role in gender responsive budgeting processes in Albania. The Gender Alliance for Development Centre, supported by UN Women Albania led different initiatives to demand better service delivery for women and girls in some municipalities in Albania, working directly with officials and with citizens. In addition, analysis of municipal budgets was conducted to assess whether women and men benefitted equally from budget allocations. UN Women in Albania provides comprehensive support to women’s organizations, gender advocates and national gender machinery to strengthen their essential role in national policy and planning processes. UN Women have given abundant technical support to the GoA structures to advance on gender responsive budgets. Read the paper for more details.

Në Shqipëri projekti u zbatua nga QAGjZh dhe disa nga anëtaret e RrFGSh në kuadër të programit rajonal kundër dhunës ndaj grave në Ballkanin Perëndimor dhe Turqi ‘Zbatojmë Standartet, Ndryshojmë Mendësitë”, të zbatuar nga UN Women me mbështetjen financiare të Komisionit Evropian. Njësitë administrative të përfshira në monitorim ishin bashkitë e Tiranës, Korçës, Shkodrës, Vlorës, Elbasanit dhe Durrësit. Ndërkohë që për vitin 2019 në listën e bashkive nën monitorim u shtuan edhe bashkitë Lezhë; Kamëz; Fier; Sarandë dhe Pogradec. në kuadrin e projektit “Ndërtimi i kapaciteteve të Organizatave të Shoqërisë Civile (OSHC-ve) për të monitoruar zbatimin e aktiviteteve të lidhura me reduktimin e dhunës në familje të ”Strategjisë Kombëtare dhe Planit të Veprimit për Barazi Gjinore 2016-2020”. Projekti zbatohet në kuadër të Programit të Përbashkët të Kombeve të Bashkuara “Për t’i dhënë fund dhunës ndaj grave dhe vajzave”, financuar nga Qeveria e Suedisë dhe që po zbatohet nga UNDP, UN Women dhe UNFPA, në bashkëpunim me Qeverinë e Shqipërisë

The situation created by Coronavirus (COVID-19) affects almost every area of people's lives and economic activity, is heading towards significant interruptions in the world trade chain, with significant consequences for the Albanian economy. In the face of this crisis, various companies are facing economic difficulties into providing payments. Most businesses, especially large ones that have been temporarily closed due to emergency measures are facing many difficulties. Some of them are holding social responsibility for their employees who have brought them a lot of income and profits before this situation. Unfortunately, the human rights and especially the rights of women and girls working in such enterprises are being seriously jeopardized these days.

Ky raport i dedikohet me shumë se 60000 grave e vajzave punonjëse në Industrinë e Prodhimit të Veshjeve të Sipërme dhe të Poshtme (konfeksione dhe këpucë) në Shqipëri, të ardhurat e te cilave qe varen nga qepja e rrobave dhe pjesëve të ndryshme të këpucëve për punëdhënësit e tyre, të cilët e marrin porosinë nga vendet fqinje, kryesisht Italia, për llogari të klientëve të cilët përfshijnë disa nga kompanitë më të mëdha të modës në botë, mund të jenë kritike për mbijetesë dhe mirqenie, në kushtet e masave të marra për shkak të COVID-19.

The current outbreak of COVID-19, presents a significant challenge for Albania as for the entire world. Due to the new nature of the virus, the disease it causes, the Albanian Government needed to frequently review in order to reflect its updated readiness regarding the situation. The longevity of this situation is not known yet, but what is a certainty is the fact that unless a vaccine to fight is produced, social distancing seems to be the only alternative to keep track of the virus and keep it under control. Different measures have been taken to reduce the spreading of the virus, impacting in this way the Albania’s economy and the lives of its citizens but these measures unfortunately have not quite reflected gender sensitiveness. We are well aware of the fact that from this situation women and men are affected differently, and as such, the existing inequalities for women and girls, discrimination of other marginalized groups such as persons with disabilities and those in extreme poverty will prevail and is something to be considered. Në përputhje me Ligjin mbi mediat audiovizuale si dhe në harmoni me ligjin për barazinë gjinore në kuadër të respektimin të përfshirjes gjinore, mosdiskriminimit, aftësisë fizike mendore, etj., shtrija e përfshirjes së barabartë gjinorë në nivelet përfaqësuese, kryesisht bordet drejtuese të AMA-s, dhe RTSH-së, ka mundësi të jetë më e madhe dhe në koherence me ligjin për barazinë gjinore. Përfshirja në parimet baze të ligjit për mediat audiovizive të parimeve të mosdiskriminimit apo promovimit të barazisë gjinore me të gjitha mjetet e nevojshme do shmangte çdo lloj diskriminimi të drejtpërdrejtë apo të tërthortë.

Ky raport kerkimor analizon diskriminimin me bazë gjinore në punë, si pjesë e një iniciative rajonale për të adresuar këtë lloj diskriminimi në gjashtë vende të Ballkanit Perëndimor, mbështetur nga Bashkimi Evropian (BE). Hulumtimi ka për qëllim të ofrojë informacion rreth mangësive në kornizën ligjore; natyrën dhe përhapjen e diskriminimit me bazë gjinore në punë; përdorimin e ankesave nga ana e punëtorëve dhe si i kanë trajtuar institucionet këto raste. I zhvilluar përgjatë vitit 2018, hulumtimi përfshin një kombinim metodash, duke përfshirë shfletim të literaturës, një sondazh në rrjet dhe intervista. Korniza ligjore dhe politikat që lidhen me diskriminimin me bazë gjinore dhe punën në Shqipëri duket se janë gjithëpërfshirëse, veçanërisht duke marrë parasysh se një pjesë e mirë e ligjit është hartuar në përputhje me legjislacionin e BE-së. This report examines gender-based discrimination and labour, as part of a regional initiative to address such discrimination in six Western Balkan countries, supported by the European Union (EU). The research aimed to provide information about shortcomings in the relevant legal framework; the prevalence and nature of gender-based discrimination related to labour; the extent to which people have filed claims; and how institutions have treated such cases. Conducted in 2018, the research involved mixed methods, including a desk review, online survey and interviews. The legal and policy framework related to gender-based discrimination and labour in Albania seems rather comprehensive, particularly considering that much of the law is drafted in accordance with EU law. The Constitution contains broad protections, and several specific laws deal with gender-based discrimination in relation to labour. However, the inharmonious legal framework, with overlapping and differing definitions and sanctions, may contribute to significant confusion and legal uncertainty in courts. There is also some room for confusion considering the different administrative routes towards filing claims with courts. The Labour Law requires further amendments to fully harmonize it with EU directives related to gender equality. The lack of relevant case law makes assessment and implementation difficult, though justice institutions can make reference to EU legal rules of procedure to facilitate understanding and practical implementation of the Albanian anti-discrimination and gender-related legal framework. Most women and men survey respondents seemed aware that gender-based discrimination is illegal. While several knew that such discrimination should be reported to employers (45%), police (22%) or the Labour Inspectorate (14%), only 12% knew of the Anti-discrimination Commissioner office. Low awareness contributes to minimal reporting of gender-based discrimination to relevant institutions. Other factors include workers concerns over anonymity, fear of job loss, bureaucratic procedures, and difficulties documenting cases and, for some, distrust in institutions. The institutions responsible for addressing gender-based discrimination at work lack data about its prevalence. However, evidence shows that gender-based discrimination exists, particularly in hiring, promotion, maternity leave and sexual harassment at work. Survey findings suggest that such discrimination particularly affects women in the private sector, those receiving lower salaries and persons ages 40 to 49. Minimal information exists about work-related gender-based discrimination among persons with different abilities, minority ethnic groups and persons with various gender identities and sexual orientations. While anti-discrimination officials, the ombudsperson and some police officers seemed generally knowledgeable about their responsibilities in addressing gender-based discrimination at work, few criminal cases have been reported, so they lack practical experience. Courts also have little judicial practice, and few judges seemed knowledgeable regarding the relevant legal framework. While labour inspectors tended to know about the Labour Law, they had few such cases and did not seem to consider treating gender-based discrimination a priority; moreover, some reports existed of inspectors inappropriate treatment of cases. While Ombudsperson Institution representatives seemed very knowledgeable about the relevant legal framework, they too had few cases. Labour unions seek to represent workers rights, but some union representatives have limited knowledge about gender-based discrimination. This coupled with workers minimal knowledge about unions or trust in them likely has limited their support of workers in addressing gender-based discrimination. Civil society representatives working in this field tended to know the relevant legal framework, but they have assisted few cases directly. The report concludes with recommendations targeted to each relevant actor.

Bashkia Kuçovë duhet të realizojë një projekt me preventivë të detajuar në lidhje me investime afatgjata për të krijuar aksesueshmëri të plotë në QKSHP-të që pacientët me aftësi të kufizuar të mund të marrin shërbimin e nevojshëm. Kjo bashki duhet të thërrasë një tryezë me të gjitha palët e interesuara në lidhje me qendrat shëndetësore në territorrin e saj dhe të kërkojë llogari e zgjidhje të problematikave të paraqitura në këtë raport apo të tjera të cilat bashkitë duhet ti hartojnë vetë. Më tej bashkia duhet tu kërkojë institucioneve përkatëse ndërtimin e laboratorëve mjekësor që ofron analiza falas për qytetarët në rastet kur mjekut i duhet të përcaktojë diagnozën përkatëse, duke qenë se ky shërbim raportohet në nivele shumë të ulëta. Çështja e financimit të QKSHP-ve duhet të qartësohet midis MSHMS, FSDKSH dhe Bashkive përkatëse. Kuadri ligjor në lidhje me këtë duhet të përditësohet dhe forcohet duke përcaktuar qartë detyrat e çdo institucioni Parë situatën nga raporti, duhen marrë masa për të rregulluar sitemet e ujësjellësit dhe energjisë elektrike për çdo qendër shëdetësore të bashkisë Kuçovë. Gjithashtu uji i pijshëm, nëse nuk është -e mundur që këto QKSHP të kenë sisteme ujësjellësi, minimalisht duhet bashkëpunuar me Ujësjellës Kanalizimet e Bashkisë Kuçovë që uji i pijshëm të jetë i rrjedhshëm nëpër çezma 24 orë në ditë. Problematikë kjo e hasur më së shumti nga raportimi i 32 ambulancave të kësaj bashkie. Ndërhyrja në infrastrukturën e banjave dhe ndarja e tyre sipas gjinive, është një tjetër rekomandim shumë i fortë për këtë bashki. Mungesa e një sistemi funksional telefonik, është një problematikë e madhe, jo vetëm për qytetarët, por për vetë QKSHP-të e kësaj bashkie, të cilat përballen me vonesa në komunikimin mes tyre. Sistemi funksional telefonik, pajisja me kompjuter dhe internet, është një rekomandim që duhet marrë parasysh për tu plotësuar, theksuar që edhe këtu janë ambulancat të cilat raportojnë pajisjen me pajisje teknoligjike/ elektronike në vlera shumë të ulëta.

Bazuar në raportin e mësipërm dhe të detajuar, si më poshtë vijon konluzionet e përmbledhura nga gjetjet dhe rekomandimet përkatëse për secilën problematikë: Domosdoshmëri për qendrat shëndetësore në gjithë Shqipërinë është ndërtimi i një baze të dhënash me informacion të detajuar në lidhje me pacientët e rregjistruar, e ndarë sipas gjinisë, grup moshave, sëmundshmërisë kronike etj. Kjo bazë të dhënash do të ndihmonte pushtetin lokal të realizonte dhe shpërndante materiale informuese në lidhje me llojet e ndryshme të sëmundjeve dhe kujdesin shëndetësor ndaj qytetarëve të tyre. Sipas këtij raporti, Bashkia e Mirditëit duhet të ndërhyjë në mënyrë urgjente duke investuar në lidhje me realizimin e sinjalistikës që tregon ekzistencën e QKSHP-ve përmes tabelave sidomos për ato në distancë rreth 150 m larg tyre. Kjo do të lehtësonte gjetjen e këtyre institucioneve shëndetësore nga pacientët e kësaj bashkie. Gjithashtu kjo bashki duhet të realizojë një projekt me preventivë të detajuar në lidhje me investime afatgjata për të krijuar aksesueshmëri të plotë në QKSHP-të që pacientët me aftësi të kufizuar të marrin shërbimin e nevojshëm. Kjo nevojë dukshëm bie në sy për pothuajse të gjitha QKSHP-të e kësaj bashkie. Duhen marrë masa për lehtësimin e logjistikës për personat me aftësi të kufizuar për rastet e QKSHP-ve në katin e parë dhe të dytë. Bashkia Mirditë duhet të thërrasë urgjentisht një tryezë me të gjitha palët e interesuara në lidhje me qendrat shëndetësore në territorrin e saj dhe të kërkojë llogari e zgjidhje të problematikave të paraqitura në këtë raport apo të tjera të cilat bashkitë duhet ti hartojnë vetë, sepse siç shihet qartazi banorë me kërkesa të ndryshme shëndetësore dhe të moshave nga më të ndryshmet varen nga QKSHP-të për sa I përket shëndetit të tyre. Në këtë rast, është Shërbimi Laboratorik I cili pothuajse mungon fare në këto qendra shëndetësore. Çështja e financimit të QKSHP-ve duhet të qartësohet midis MSHMS, FSDKSH dhe Bashkive përkatëse. Kuadri ligjor në lidhje me këtë duhet të përditësohet dhe forcohet duke përcaktuar qartë detyrat e çdo institucioni. VKM, Urdhëra, Udhëzime apo Rregullore duhet të hartohen për të rregulluar marrëdhëniet e institucioneve dhe përgjegjësitë e tye. Parë situatën nga raporti, duhen marrë masa urgjente për pajisjen me infrastrukturë të plotë dhe funksionale për të gjitha QKSHP-të e kësaj bashkie. Sidomos në pajisjen me sisteme elektrike alternative, me pajisjen me depozita uji funksionale si dhe rregullimin e ndarjes sipas gjinive të banjave. Mospasja e një sistemi funksional telefonik, është një problematikë e madhe, jo vetëm për qytetarët por për vetë QKSHP-të e kësaj bashkie, të cilat përballen me vonesa në komunikimin mes tyre. Sistemi funksional telefonik, pajisja me kompjuter dhe internet, është një rekomandim mjaft I fortë dhe që duhet marrë parasysh për tu plotësuar sidomos për ambulancat të cilat kanë mungesë totale të këtyre pajisjeve.

Sipas këtij raporti, Bashkia e Pogradecit duhet të ndërhyjë në mënyrë urgjente duke investuar në lidhje me realizimin e sinjalistikës që tregon ekzistencën e QKSHP-ve përmes tabelave sidomos për ato në distancë rreth 150 m larg tyre. Kjo do të lehtësonte gjetjen e këtyre institucioneve shëndetësore nga pacientët e kësaj bashkie. Gjithashtu kjo bashki duhet të realizojë një projekt me preventivë të detajuar në lidhje me investime afatgjata për të krijuar aksesueshmëri të plotë në QKSHP-të që pacientët me aftësi të kufizuar të marrin shërbimin e nevojshëm. Bashkia Pogradec duhet të thërrasë urgjentisht një tryezë me të gjitha palët e interesuara në lidhje me qendrat shëndetësore në territorrin e saj dhe të kërkojë llogari e zgjidhje të problematikave të paraqitura në këtë raport apo të tjera të cilat bashkitë duhet ti hartojnë vetë, sepse siç shihet qartazi banorë me kërkesa të ndryshme shëndetësore dhe të moshave nga më të ndryshmet varen nga QKSHP-të për sa I përket shëndetit të tyre. Në këtë rast, është Shërbimi Laboratorik I cili pothuajse mungon fare në këto qendra shëndetësore. Çështja e financimit të QKSHP-ve duhet të qartësohet midis MSHMS, FSDKSH dhe Bashkive përkatëse. Mospasja e një sistemi funksional telefonik, është një problematikë e madhe, jo vetëm për qytetarët por për vetë QKSHP-të e kësaj bashkie, të cilat përballen me vonesa në komunikimin mes tyre. Sistemi funksional telefonik, pajisja me kompjuter dhe internet, është një rekomandim mjaft I fortë dhe që duhet marrë parasysh për tu plotësuar sidomos për ambulancat të cilat kanë mungesë totale të këtyre pajisjeve.

Bashkia Urë Vajgurore duhet të realizojë një projekt me preventivë të detajuar në lidhje me investime afatgjata për të krijuar aksesueshmëri të plotë në QKSHP-të që pacientët me aftësi të kufizuar të mund të marrin shërbimin e nevojshëm. Kjo bashki duhet të thërrasë një tryezë me të gjitha palët e interesuara në lidhje me qendrat shëndetësore në territorrin e saj dhe të kërkojë llogari e zgjidhje të problematikave të paraqitura në këtë raport apo të tjera të cilat bashkitë duhet ti hartojnë vetë. Më tej bashkia duhet tu kërkojë institucioneve përkatëse ndërtimin e laboratorëve mjekësor që ofron analiza falas për qytetarët në rastet kur mjekut i duhet të përcaktojë diagnozën përkatëse, duke qenë se ky shërbim raportohet në nivele shumë të ulëta. Çështja e financimit të QKSHP-ve duhet të qartësohet midis MSHMS, FSDKSH dhe Bashkive përkatëse. Kuadri ligjor në lidhje me këtë duhet të përditësohet dhe forcohet duke përcaktuar qartë detyrat e çdo institucioni Parë situatën nga raporti, duhen marrë masa të menjëhershme për të rregulluar sitemet e ujësjellësit dhe energjisë elektrike për çdo qendër shëdetësore të bashkisë Urë Vajgurore. Gjithashtu uji i pijshëm, nëse nuk është e mundur që këto QKSHP të kenë sisteme ujësjellësi, minimalisht duhet bashkëpunuar me Ujësjellës Kanalizimet e Bashkisë Urë Vajgurore që uji i pijshëm të jetë i rrjedhshëm nëpër çezma 24 orë në ditë. Ndërhyrja në infrastrukturën e banjave dhe ndarja e tyre sipas gjinive, është një tjetër rekomandim shumë i fortë për këtë bashki. Mungesa e një sistemi funksional telefonik, është një problematikë e madhe, jo vetëm për qytetarët, por për vetë QKSHP-të e kësaj bashkie, të cilat përballen me vonesa në komunikimin mes tyre. Sistemi funksional telefonik, pajisja me kompjuter dhe internet, është një rekomandim që duhet marrë parasysh për tu plotësuar. Përcaktimi i qartë i detyrave dhe detyrimeve midis institucioneve përfshi vetë qendrat shëndetësore është një domosdoshmëri. Kontrolli në lidhje me të gjitha paisjet, apo detergjentët përkatës duhej të ushtrohej nga organet kometente. Një kontroll i vazhdueshëm nga Bashkia Ujë Vajgurore do të ishte mjaft i nevojshëm, në mënyrë që baza e materialeve të nevojshme për çdo banjo të jetë në vlerat maksimale. Duhet të sigurohet mundësia e larjes së çarçafëve mjekësore të përdorur për pacientë të ndryshëm me sëmundje të ndryshme në mënyrë të rregullt, nga institucione që mbajnë përgjegjësi dhe që përmbushin standartet e sterilizimit të duhur të shtresave të përdorura. Do të ishte me shumë rëndësi rritja e numrit të ambulancave dhe qendrave shëndetësore të Bashkisë Ujë Vajgurore që e kryejnë këtë proces në mënyrë të rregullt sipas direktivave të ligjit për lyerjen dhe mirëmbajtjen e këtyre ndërtesave duke qenë se është shumë shqetësues fakti që 30 % e QKSHP-ve të kësaj bashkie nuk janë lyer asnjëherë. Gjithashtu, kjo bashki duhet të ushtrojë kontroll të rregullt që asnjë nga QKSHP-të (të cilat nuk deklarojnë se si I trajtojnë mbetjet) të mos i hedhë mbetjet spitalore në vendet ku hidhen mbetjet publike.

Qëllimi kryesor i këtij projekti ishte investigimi i Qendrave të Kujdesit Shëndetësor Parësor në Shqipëri (QKSHP), në pesë bashki: Gramsh, Urë Vajgurore, Kuçovë, Pogradec e Mirditë. Në mënyrë që gjetjet tona të ishin gjithë përfshirëse dhe duke patur parasysh numrin e vogël të QKSHP-ve në territoret e bashkive, vëzhgimi përfshiu të gjitha QKSHP-të në territorin e një bashkie. Të dhënat në lidhje me vendndodhjen e QKSHP-ve u morën nga vetë Bashkitë përmes kërkesave zyrtare. Më tej studimi kishte qëllim të angazhonte qytetarët shqiptarë, banorë të këtyre bashkive të kontrollonin vetë gjendjen e këtyre QKSHP-ve. Studimi u bazua në një pyetësor, për plotësimin e të cilit u përgatitën përmes trajnimeve rreth pesë vëzhgues për çdo bashki. Pyetësori u plotësua bazuar në vëzhgimin e stafit të trajnuar dhe për çështje të caktuara me pyetje drejtuar personelit të QKSHP-ve. Së bashku me këtë raport bashkisë do ti dorëzohen fotografitë e bëra për çdo QKSHP që kryen veprimtari në shërbim të qytetarëve në territorin e bashkisë. Ky studim përmban të dhëna të rëndësishme në lidhje me funksionimin e QKSHP-ve në bashkinë e Gramshit, analizë në lidhje me pikat e dobëta e të forta të sistemit parësor shëndetësor në Shqipëri dhe rekomandime kryesisht për bashkinë, Ministrinë e Shëndetësisë dhe Mbrojtjes Sociale (MSHMS), vetë QKSHP-të, Fondin e Sigurimit të Detyrueshëm të Kujdesit Shëndetësor (FSDKSH), Autoritetit Shëndetësor Rajonal (ASHR), Drejtoritë Rajonale të Shëndetësisë (DRSH), Drejtoritë e Shëndetit Publik (DSHP). për bashki të tjera të cilat dëshirojnë të monitorojnë vetë apo organizata të shoqërisë civile shqiptare (OSHCtë) të cilat mund të monitorojnë dhe hartojnë një raport për gjendjen e QKSHP-ve në territorin ku veprojnë.

MANUAL "HOW TO RESPOND TO DOMESTIC VIOLENCE"

- WITH SPECIAL FOCUS TO THE ALBANIAN STATE POLICE

This manual was realized by the Gender Alliance for Development Center under the Project "Support of the Swedish Government for the Ministry of Interior / Albanian State Police on Policing in the Community". This project was financed by SIDA and is implemented by SIPU under the framework of the Program "Support of the Swedish Government for the Ministry of Interior/Albanian State Police on Policing in the Community" (2012/2015).

This manual is designed as a general guideline for all the stakeholders involved in the fight against domestic violence, with a special focus on the staff of the Albanian State Police, taking into consideration that they are the first persons to be contacted in the cases of the domestic violence. The manual consists of four main parts which provide practical knowledge based on the actual laws in force in the Republic of Albania on the treatment of the victims and different domestic violence situations.

This manual comes at a time where in Albania domestic violence phenomena is widely spread and when the number of the denouncements by the domestic violence victims has increased considerably during the last years.

We hope that the manual will support all the institutions that play important roles in the protection of the domestic violence victims, especially Albanian State Police staff that are the firsts to address domestic violence cases

This report is prepared by Gender Alliance for Development Centre in cooperation with the citizens of Tirana, Shkodra, Elbasan e Vlora. We would like to thank all the citizens who responded to our invitation to participate in the focus groups and semi-structured interviews, as well as representative from the civil society and media participating in the trainings "Women's Rights in the labour market" organized in the frame of the project "Strengthened Civil Society for Advocating for Women's Economic Empowerment and Rights", supportet by UN Women.

This project aimed to increase capacities of grassroots civil society organizations and local media to promote and facilitate public demand on women's economic rights and significantly bring women's economic empowerment targeting especially the most vulnerable and marginalized in rural, informal and urban areas.

This study seeks to provide a gender-sensitive approach to the determining factors that lead to gender-based inequalities in pay in Albania, thus making a first step in providing a general picture of the situation. The main research question posed is: Are women paid less than men in Albania? The present study provides new information and data about the gender pay gaps in Albania. The presentation of data by means of tables and charts helps create a clearer picture of the present situation and informs the conclusions and recommendations for future gender policies that would effectively address the problem and contribute to the closing of the gender pay gap in the country.

Women's rights in the labor market, as some of the main fundamental human rights, have drawn the attention of the GADC for a long time. This research covers all the legal aspects and the institutional mechanisms on the implementation of these rights. At the same time, attention has been given to some indicators that illustrate the position of women in the public and private markets and their formalization in relation to the application of these rights. The research presents concrete data on the implementation of the women's rights in the Albanian and European Union labor market, by underlying the fact that the proposed conclusions and recommendations of this research might be a direct attempt of the civil society to influence on the compilation of the labor policies. This publication is a first important step in this direction.

"My Gender book" is a set of compact textbooks prepared by a qualified group of well-known authors. The publication addresses eight different subjects: Gender equality and human rights; Gender equality and citizenry; Gender equality and domestic violence; Gender equality and European integration; Gender equality and media; Gender equality and reproductive health; Gender equality and career development; Gender equality and environment. The set of textbooks has been successfully introduced as part of the extracurricular hours in Albanian high schools. "My Gender book" defined as one of GADC's most successful achievements has served as a very meaningful awareness raising tool for both high school students and teachers on this topic. It especially helps students by being at the same time a practical guide for teachers in the process of education, including gender education, which is now part of the educational process in all civilized societies. Beside, this publication serves as a valuable and practical information source for all citizens that are interested in equality and gender justice.

The study was undertaken with the aim to understand the media's role in gender mainstreaming and in particular the integration of women in economic life, defining the values and limitations of the media in terms of a masculine-oriented society. The report analyzes the way media present women and gender issues. The objects of analysis are the Albanian media articles for the period January � March 2009, which addressed the theme of gender. The study reflects and supports the belief that Media should play a key role in fighting against gender stereotypes and contributes to a realistic reflection of the capabilities and potential of women and men in modern society.

This booklet is addressed to a younger population with the intent to inform boys and girls about the different forms of domestic violence, and the consequences that follow this phenomenon. There are topics like: the types of Domestic Violence; why should children learn about Domestic Violence; why some people are violent with their family members; child abuse; violence against women; violence against men; violence against elderly people; how the law protects the victims; physical, psychological, emotional and economical harms of Domestic Violence, etc.

This publication is designed as a practical tool for media reporting of domestic violence. While appreciating the role of the media as "formative" and not only "informative", this guide intends to assist journalists and other media professionals with a practical and valuable information source for more accurate reporting of domestic violence and violence in general. The role of media is considered crucial towards changes in attitude of the whole society.

This book is the third and final publication on EU Integration and Gender. Unlike the first ones, the novelty of this publication lies in the nature of its content and purpose. This publication aims to be informative rather than of an analytical character, by presenting objective and concrete data regarding the topic in question.

This booklet is addressed to a more adult target group and the main goal is to make boys and men understand that they play a crucial role in the diminishment of domestic violence in our society. Different issues of masculinity are thoroughly explained in this booklet. The reader can also find information on topics like: physical, psychological, emotional and economical harms of Domestic Violence; the social-economical costs of Domestic Violence; the 16 days of Activity Against Gender-Based Violence; as well as possible contacts of NGO-s that can help individuals in cases of Domestic Violence.

This research was undertaken in order to reduce the gap of the existing information on the division of the public and private spheres in the Albanian households. It aims to analyze and to present to the reader through current literature review and empirical data, the separation of both spheres for girls and boys, women and men in today's Albanian households. This study in itself is a guide that presents the current situation and analyses its components, accentuating that the balance work-family is not a private matter and cannot be considered as such, for it influences the wellbeing of the family as the primary unit of social structure, and the society as a whole.

This guide is another product of GADC, prepared in the framework of gender integration in education, which is known worldwide as an important indicator of social and economic development of a society. This publication has acknowledged and addressed gender equity principles in meeting the needs of both girls and boys in the elementary and secondary education. A thorough overview of the school textbooks, screened under a gender perspective, has resulted in a helpful and detailed guide for all publishing houses.

This publication is a toolkit that includes theoretical and practical information on women's human rights. Besides, it includes specific information on the international and national systems and documents of human rights. The innovation of this publication stands in its perspective. For the first time, GADC prepared a practical toolkit where women's human rights are presented and analyzed from a human rights perspective, thus helping the readers better understand women human rights in the big picture of human rights.

This publication was prepared with the intent to help recognize the level of transparency of non-profit organizations in Albania and to promote mechanisms for its growth. This publication aims to stimulate the use of the mechanisms and possible means by non-profit organizations, in order to increase the level of transparency, coming by the existing legislation, by the positive experiences of non-profit organizations within and outside the country and by donor requirements that support their activity.

This roadmap supports the objectives of the gender equality agenda, building on the 'Framework Strategy for Equality between Women and Men 2001-2005' and taking stock of this strategy whilst highlighting the improvements required. This publication of the European Commission was translated and released for the Albanian readers with the intent to inform the Albanian public about the EU priorities in relation to gender equality for the period 2006-2010. The publication of this platform enables the readers to become familiar with the objectives and concrete efforts that the EU has placed on member countries, but also to candidate countries, such as Albania, for achieving gender equality.

This practical awareness-raising publication offers information on several subjects related to domestic violence and how to react when faced with this phenomenon. In this booklet, the readers can find useful information on multiple topics; violence against women and domestic violence in our country; the human rights of the violated women; what can be done to help the victims; how victims of domestic violence should react; the Law against Domestic Violence; possible contacts of NGO-s that work on different issues of Domestic and Gender-based Violence, etc.

This publication is the second in the chain of three publications about European Integration and Gender Equality. It introduces the readers with the institution and the concept of European Union, its' main bodies and their respective functions. The review explains the difficult steps that Albania must pass to meet the conditions posed by the EU in relation to gender equality.

This outstanding publication is a collection of 50 photos from the reality of Albanian girls and women. Photography is known to be an amazing mean of communication when it comes to capturing strong emotions, undeletable moments and harsh truths. That was the reason behind the idea to prepare and publish this collection of captures from the everyday life of Albanian girls and women, without seeking them out, but sharing those captured moments together with them. This publication is one of the GADC's most successful and appreciated artistic and sensitizing products.

This publication is an attempt to bring together Albanian scholars and gender experts, who live and work both in Albania and abroad. It aims at filling a consistent gap: the lack of literature and academic debates on the way that the social movements as well as transition have influenced the status of women and gender issues in Albania. The papers also have a comparative nature, regarding the status of Albanian women with women in other countries in the region and Western countries. At the same time, it also presents a comparative approach with the status of women before the '90-ies in Albania. The articles cover different research areas, such as: the Albanian family in transition, public policies in Albania, representation of gender issues in the written and electronic media in Albania, and gender and citizenship issues.

This publication is designed as an assistance providing tool for service providers who work with trafficking victims. This manual was prepared with the intent to be used by trainers, as a means of information on issues that directly or indirectly are related to trafficking. Moreover, the practical examples found in this manual enable the users to recognize and identify the trafficking phenomenon. Another novelty of this manual is the inclusion of the standards for social care services for persons trafficked or at risk of trafficking in residential centers, designed by the Ministry of Labor, Social Affairs and Equal Opportunities.

The study focuses on elementary school textbooks, stemming from the accepted fact that: education in the first years of schooling is very important in children's lives. This period is the time when children learn about themselves, others, and the world around them; that is when they begin to give form to relations with themselves and others. Identifying the way in which gender roles are presented, how issues related to gender and gender identity in elementary school textbooks are treated, how gender is conveyed on a daily basis to children, is the coherent subject of the study. The research tries to reach some conclusions and, based on those, make some suggestions regarding gender and gender identity, as well as the gender perspective in elementary school textbooks.

The publication is a collection of articles that reflect, through profound analysis, the low level of women's representation in decision making in the Albanian Society. Particular importance has been attached to the role that the civil society could and should play in Albania to increase women's representation in decision - making

Monitoring of the media was one of the main publications of Gender Alliance for

Development Center and focused on women's coverage in the broadcast media during the elections' period. This time, considering the importance attached to the July 3rd elections, GADC observed the electronic media's presentation of candidates for the members of parliament in general and of women candidates in particular. The monitoring results brought to several conclusions and also recommendations on the important role of the media during an electoral campaign.

This report is part of a contemporary package on gender and participation and includes a copy of the BRIDGE abbreviated newsletter on the same topic, as well as a collection of support resources. The report is a continuation of publications realized by BRIDGE in the area of gender. It provides an overview of meeting points between models of gender and participation, how they have been implemented, and how they have or could have been integrated constructively in projects, programs, policies, and institutions. The publication provides a background of basic concepts of gender and participation, reasons why there has not been more interaction in the past, and efforts to learn through these two models.

This publication reflects the variety of problems encountered when budgets are being conceived and resources allocated, a process during which individuals' varied differences and interests are usually not taken into account. Gender and budgeting focuses on initiatives that should be undertaken in order to create gender sensitive budgets, the way in which these initiatives may be implemented in practice, and main actors to be involved in such processes, accompanied by concrete strategies and recommendations.

This publication introduces the way women are portrayed in the media, as well as the way in which this depiction may become the target of critiques and ethical and feminist analyses. In particular, it focuses on the way in which women are depicted in the media, gender roles and stereotypes, the role of the reporter in conveying stereotypes and the way in which they are assimilated by the audience, the importance of drafting a Code of Ethics that is sensitive to gender issues, etc. A series of recommendations on the way in which a gender perspective may be incorporated into the media are addressed to media leaders, reporters, and gender experts in media institutions.

For sure, it is extremely important to understand that women have and must enjoy the same rights as men: the right to live a peaceful life free of abuse, whatever their relation to the abuser: husband, boyfriend, acquaintance or stranger. However, the aim of this particular report is not so much to persuade or sensitize the readers that abuse is reprehensible and not to be tolerated. This publication is a direct attempt to see and understand more clearly, how the journalists and the printed media refer to and treat domestic violence.
