Open Call: Expert for Developing Monitoring Tools and Capacity Building
Project Framework
The assignment is part of the project "POP 2024: POP Network for Good Governance and Integrity," implemented by the Gender Alliance for Development Center (GADC) and POP Network members, supported by the Olof Palme International Center and Sweden. The project aims to strengthen the POP Network's efforts to promote inclusive and democratic local governance by building the capacities of its members and providing practical tools to enhance their monitoring and evaluation processes.
Background
The POP Network has identified a need to enhance its members' capacities to monitor and evaluate the performance of Local Government Units (LGUs) in advancing democracy and social justice. The 2023–2027 Social Contract, a pivotal instrument for advancing local democracy and civic inclusion, demands continuous and systematic monitoring using well-defined indicators to ensure transparency, accountability, and fulfillment of objectives by 2027.
To address this need, GADC seeks an expert to:
- Develop a comprehensive Guide for monitoring and evaluating democracy and social justice at the local level.
-Facilitate a two-day capacity-building workshop for POP Network members on the practical application of the Guide.
Scope of Work and Responsibilities
1. Development of the Monitoring and Evaluation Guide
- Collaborate with the project coordinator to design and prepare a user-friendly Guide of indicators for monitoring and evaluating LGU performance.
- Structure the Guide into two main sections:
Section 1: Indicators for monitoring and evaluating local democratic practices, focusing on inclusivity, transparency, effectiveness, and respect for civil and political rights.
Section 2: Indicators for monitoring LGU obligations from a social justice perspective, focusing on institutional capacities, resource allocation, and performance in supporting vulnerable groups.
-Include indicators, detailed with clarifications, data sources, and legislative references to facilitate practical use by organizations.
-Incorporate a model structure for Monitoring Reports to guide the presentation of results and recommendations.
-Ensure the Guide is accessible and practical, enabling organizations to tailor their monitoring processes to specific indicators relevant to their areas of focus.
2. Facilitation of the Training Workshop
- Plan and facilitate a two-day workshop for POP Network members, focusing on the use of the developed Guide.
Objectives of the workshop:
1. Provide training on the methodology and indicators outlined in the Guide.
2. Enhance participants' skills in applying these indicators in LGU monitoring processes.
3. Promote the exchange of best practices and collaborative problem-solving among organizations.
4. Ensure the workshop results contribute to future monitoring reports and advocacy campaigns aimed at strengthening the connection between citizens and local governance.
Deliverables
1. Monitoring and Evaluation Guide: Completed and approved Guide with indicators, methodologies and report structure.
2. Workshop Agenda and Materials: Detailed agenda, presentation slides, and supporting materials for the two-day workshop.
3. Workshop Report: Summary of training sessions, participant feedback, and recommendations for next steps.
Required Qualifications
- Advanced degree in public administration, political science, social sciences, or related fields.
- Proven experience in developing monitoring and evaluation tools, particularly in the context of local governance and social justice.
- Strong facilitation skills and experience conducting capacity-building workshops.
- Familiarity with democratic governance, civic inclusion, and LGU operations.
- Excellent communication and writing skills.
Timeframe
Duration: The assignment is expected to be completed within 6 weeks from the signing of the contract.
Deliverables Deadline:
- Draft Guide: 3 weeks from the start date.
- Final Guide: 1 week after receiving feedback.
- Workshop: Conducted by Week 5.
- Final Workshop Report: Within 1 week after the workshop.
