Open Call for Proposals: Sub-Grants for Civil Society Organizations (CSOs)

The Gender Alliance for Development Center (GADC), in partnership with Together for Life (TFL) and the Institute of Romani Culture in Albania (IRCA), is pleased to announce the Open Call for Proposals within the framework of the EU-funded project:

“Advancing Gender Equality through Oversight and Reporting in Albania” (AGORA)
Grant Contract No.: IPAIII/2023/452-488

This call invites civil society organizations, particularly those led by women, Roma organizations, and LGBTQI+ groups, to submit project proposals aimed at enhancing the role of healthcare institutions in preventing and addressing gender-based violence (GBV) and promoting gender equality at the local level.

Objectives of the Call
- Strengthen CSOs’ ability to monitor and advocate for the implementation of GE and GBV legal frameworks.
- Enhance institutional responses of public healthcare and social protection systems.
- Raise awareness among women and marginalized groups about their rights and access to quality services.

Priority Areas
Proposals should address at least one of the following:
- Improvement of legal frameworks and institutional protocols.
- Development of training programs for healthcare staff.
- Community awareness campaigns on GBV and survivor support.
- Monitoring and advocacy for the implementation of the Istanbul Convention.
- Strengthening the role of CSOs in Coordinated Referral Mechanisms (CRM).

Available Funding
- Total Budget: EUR 138,000
- Number of Grants: 12
- Grant Size per Project: EUR 11,500
- Grant Coverage: 100% of eligible costs
- Project Duration: 12 to 14 months
- Project Location: Albania (Tirana, Elbasan, Kukës, Fier, Korçë, Lezhë)

How to Apply and procedures to follow
- The application package must be submitted in accordance with the guidelines provided in this call for proposals. Applications must be submitted following the instructions of the grant application form, which is attached to these Guidelines for Applicants. 
- Applicants must prepare and submit their application as per Annex 1 and the Budget as per Annex 2 in the Albanian language. Handwritten applications will not be accepted.
- The project proposal must be prepared by strictly following the application instructions and the published templates (application form, budget).

Where and how to submit applications
- Applications must be submitted as one printed and bound original copy in A4 format.
All documents submitted for the application must also be provided in electronic format (USB or CD).
- Applications must be submitted in sealed envelopes via registered mail, private courier service, or hand delivery (in the case of hand delivery, the sender will receive a signed and dated acknowledgment of receipt), to the following address:
