Training sessions with practitioners of the Law Against Domestic Violence, with a special focus to the police officers, in 12 districts of Albania

Within the framework of the project "Swedish Government Support for the Ministry of Interior/ Albanian State Police Community Policing, funded by SIDA and implemented by SIPU International", the Gender Alliance for Development Centre organized 13 two-day training sessions in all regions of the country, and one Train the Trainer session for representatives from all the police stations in all the districts. Trainings were conducted according to the agenda. (Please find the agenda in Annex 1). The basis for the materials for the training sessions was the manual How to Respond to Domestic Violence - for All Stakeholders in the Fight against Domestic Violence with Special Focus on the Albanian State Police. The legal basis for compiling the manual, and subsequently for training, was the manual The Law on Measures against Violence in Family Relations and the Criminal Code. All presentations were done with PowerPoint and a training module with exercises and relevant topics prepared according to the agenda. The goal of the training sessions: The goal of the training is to provide a full understanding for its potential users of the manual "How to respond to Domestic Violence, a manual for all the practitioners of the Law on Measures against Domestic Violence", published in Albania, in November 2013. Specific objectives:The training sessions aims to develop a better understanding by police officers, prosecutors, legal persons, health officials, gender equality employees etc., of the dynamics of domestic violence, the root causes of the violence and the concept of gender equality.Familiarize law enforcement and justice sector professionals with the national laws and international standards relating to key issues for responding to domestic violence, particularly violence experienced by women occurring in the family.Develop skills of members of the local police and other practitioner of the Law for measures against domestic violence, who are first responders to domestic violence, as well asmembers of criminal investigating bodies, the prosecutors and the courts, to respond effectively to domestic violence, ensuring the protection and safety of victims while holding the abuser accountable.The training sessions have the following characteristics:Are organized in 12 regions of Albania 2 days training sessions. In the first day 30 people 15 out of them are representing the police departments of the region and the others from different institutions responsible by law to implement the LDV; the second day the training continue with 15 police officers from a certain region.The training manual will be based on the publication "How to respond to Domestic Violence, a manual for all the practitioners of the Law on Measures against Domestic Violence", published in Albania, in November 2013.Time period: march – June 2014. During the implementation of this projects have been organized in total 14 training session including a Training of trainers, with the participation of 392 people 185 male and 207 female. Out of the 392 participants, 224 were police officers 163 males and 62 females.The training sessions have been organized in Durres, Lezha, Elbasan, Fier, Kukes, Vlore, Tirana, Shkodwr, Berat, Korcw, Dibwr e Gjirokastwr. By the end of the project, a training of trainers was organized in Tirana with representatives from police departments from each region in order to create a group of trainers within the police force.
