The Social Contract 2023: Focus group with citizens of Administrative Units no. 3 and no. 4, Tirana

1.3.2023: The Gender Alliance for Development Center organized 2 meetings with residents of Administrative Unit No. 3 and Administrative Unit No. 4 in Tirana Municipality.

In the framework of POP - Juxtaposing Political Offers, together we discussed the priorities and needs of the citizens in the areas where they live for the compilation of the Social Contract, which will be presented to the candidates during the month of April 2023 at the Tirana Public Forum in the framework of the May 14 local elections.

But what do the citizens say and what are some of their concerns:

  • Unit no. 3: There is a need for intervention at the “Kongresi i Manastirit” and “Arkitekt Sinani” streets.
  • Unit no. 4: The cleaning company does not regularly collect trash and waste; the neighborhood streets are dirty.
  • The residents of both units appreciate the information and services offered by the administrative unit, but have less information regarding the activities of the Municipal Council; Transparency Program or the request/complaint register. The first station for receiving information is the Administrative Unit.
  • Residents have little information regarding youth programs or services for this category.
  • The employment promotion program for women is known, but very few have applied!
  • The citizens appreciate the work of the administrative unit in particular, but they request the establishment of more Community Centers in their units.
  • They request the quality of drinking water and 24-hour supply.
  • Public transport does not meet the conditions for people with disabilities, and there are also problems with the timetables.
