Gender Analysis of the Water Sector Programme in Albania

GADC was invited to prepare a gender analysis of the water and sewage management sector in Albania. In this role, GADC organised interviews with water administers and municipalities representatives in 4 districts of Albania, prepared a report format including literature review and deep analysis of gender issues in the water and sewage management sector in Albania; and provided conclusions and recommendations for future projects of GIZ and Ministry of Transport and Infrastructure.

The gender analysis will serve as an overview of gender equality in Albania and in particular gender mainstreaming in the water and sanitation sector in the country. The observations and recommendations presented in the report are meant to provide information to the GIZ Water Sector Reform (WSR) Program regarding the relevance of gender aspects in Albania, as well as to provide insights and recommendations for policies and strategies for gender mainstreaming in the water and sanitation sector. This gender analysis serves to assess the relevance of gender for the GIZ Technical Cooperation (TC) to improve the institutional, regulatory and management capacities of institutions in the Albanian water sector (drinking water supply and wastewater management) from a gender perspective.

This gender analysis contributes to the project evaluation report and is meant to provide guidance regarding programme planning for the next Water Sector Reform (WSR) Programme in Albania, in order to allocate a gender marker, define gender indicators, and identify possible mainstreaming approaches within future project activities. The report is written as the result of desk research about gender mainstreaming in Albanian public and private institutions policies, strategies, reports and documents in the water and sanitation sector and based on some field research in Fushë Krujë, Peqin and Novoselë through questionnaires concerning the gender situation in the water and sanitation sector. The report is based on German gender equality and human rights approaches in policies and international cooperation strategies, as well as of Austrian and Swiss Government as International strategic partners of Germany in Albania for the improvement of water and sanitation sector. The report remains faithful to the Standard Outline of Gender Analysis of GIZ. The first chapter of the report presents the general gender situation in Albania including analysis at Meta level with an overview of societal norms and gender roles, followed by an analysis of gender equality in Albania at the policy level including the legal framework and policies, followed by Albanian gender equality institutional mechanisms. The second chapter of the report looks at gender within the water supply and sanitation sector in Albania, while chapter three looks at the GIZ Water Sector Reform team. The report concludes with chapter four which provides insights on the previous chapters and a set of recommendations to be taken into consideration in the water and sanitation sector in Albania.
