The Social Contract 2023: Focus group with citizens of Administrative Unit no. 2, Tirana

28.2.2023 In the framework of POP - Juxtaposing Political Offers, we have started preparations for the Public Forums between citizens and Mayor candidates for the 2023 local elections. The first step is focus groups with citizens to prioritize their needs in the areas where they live for the compilation of the Social Contract, which will be presented to the candidates during the month of April 2023. On 28.2.2023, Gender Alliance for Development Center met with residents of Administrative Unit no. 2 of the Tirana Municipality, where we analyzed the achievements so far and discussed the needs of the community based on four main pillars:

Infrastructure and Public Services – The residents of this unit appreciate the work done but request intervention at specific addresses on these streets: “Shyqyri Ishmi” (behind the administrative unit offices); intermediate streets from “Zonja Çurre” to “Mihal Grameno” school; on “Sali Nivica” street the asphalt is broken; “Petro Nini Luarasi” at the electricity market; “Fuat Toptani” (there are pits on the road); “Budi” street.

Local Democracy - Residents appreciate the information and services offered by the administrative unit, but have little information regarding the activities of the Municipal Council; the Transparency Program or the request/complaint register.

Local Economic Development - Residents have little information regarding youth programs or services for this category. They are not aware of the employment promotion program!

The Social Dimension at the local level - Citizens appreciate the work of the administrative unit in particular and the municipality as a whole, but they stress the need for additional services for various categories.
